Toonlets is a website to create web comic strips. You can configure the number of panels, title, choose characters for each panel and a link.
The choice of character seems limited, but you could always create new characters. When creating new characters, you can select from choices for each features of the face, arms, ears, torso etc. Perhaps the only gripe is that the characters are all black-white, with no color variations.
